How do I change the video quality of an AVI to that of a DVD?

I recently put an AVI file onto a regular CD, and discovered that my DVD player hooked to the TV could read it. Now, the quality of the AVI was not the same as DVD quality. So how do I improve the quality? Should I change the AVI to another format? Or should I burn the AVI to a DVD disc? If I burn the AVI to a DVD disc, do I have to change the file to another format first?How do I change the video quality of an AVI to that of a DVD?
Once in AVI format (likely a ~700mb file right?) you cannot improve the quality. DVD players that upconvert to a HD output will not work either.
